HNF aims to create as many community based programs at addressing the root cause of the poverty, conflict, social exclusion and at reinforcing the capacity of local governance bodies (Village Development Committees, Municipalities, District Development Committees) to manage and mainstream population, health, children and gender issues at the district and community level. HNF aims to deliver all the program activities to the community not only in an integrated manner but most importantly with the active participation of all social groups and monitoring of the programs to achieve strengthening the education and health system as to respond communities' reproductive needs and rights. Aiming at responding, first of all, to the needs of the communities who have limited access to health and education, HNF targets to provide intensive facilitation and sustained support for social empowerment to socially excluded groups with priority focus on orphans, poor children, drug addicted youth and adults, backward women, dalit (known as untouchable caste people) girls and women, however with due attention to men. Community based activities target youth and adolescents in and outside of the school system too.
